These 2 Programs are the best IMO and easy to use. SuperAudioCart is made for Kontakt, Chipsounds has got its very own engine.
Magical 8bit Plugin VST by YMCK (simple, cool, and good chiptune freeware) went open-source and released a big update this February, but now is the time to post about it. YmVST by Gareth Morris aka gwEm is a free chip tune synth that emulates the YM2149 sound chip from the Atari ST. It comes with a waveform generator, 3-step arpeggiator, 10-step envelope, portamento, and different sound tuning options. There are no presets, and the interface is.
You need Kontakt to run Super Audio Cart. Not sure what's required for Chipsounds.
I can also heartily recommend Famisynth, which has already been posted. The free c700 vst is a really nice emulation of the original NES system's sound chip (http://www.audiopluginsforfree.com/c700/). You can also use actual sample sounds and instruments from SNES games (if you find files in the .spc format) using the c700, but you can't legally sell music made with those samples afaik.
Synth1 is really good -- more geared towards emulation of 80s synth sounds than anything else but is really multi-faceted, and there's tons and tons of user presets out there. (http://www.audiopluginsforfree.com/synth1/)
